Because he hates America and doesn’t want business owners to have control over their own businesses and who they can and can’t do business with.

He has said closing schools last year was a mistake and refuses to close them or other businesses again because lockdowns don’t work. We are lucky to have him.

Childish and inane question.
De Santis opposes your abjectly evil desire to end all of society for the next five years, regardless of what the absurd excuse is.
Covid-19 is going to spread until herd immunity is reached, no matter what you do. Containment ceased to be possible in February of 2020 at the latest. You aren't going to eliminate it by shutting down small businesses and telling people not to go to church.
Nor should you really want to. The correct approach, from the beginning, was to advise people who are actually vulnerable (the old, and those with serious conditions such as cancer and diabetes) to avoid contact as much as possible, while letting healthy people go about their lives. This would get to herd immunity quickly, while ensuring that virtually all of the 70% requirement would come from people at virtually no risk of dying from covid.
Herd Immunity Threshold = 1 - (1/R0). Until you understand what this equation means and why it is true, you have no business opining on this subject.
The lockdowns caused more people to die from covid, as is known to anybody capable of scientific reasoning.
