Is bonding connecting non-current carrying objects to the grounding system to ensure they do not become energized?

    EXACTLY.

    Water pipes, gas pipes, and vent pipes all carry no current but must be bonded to the single point ground to prevent shock.

    Electrical rules are ALL about safety.

    It is a protection scheme to ensure that the chassis is at earth potential so users don't get shocked should the internal wiring fail. On many types of electronic equipment there are noise reduction capacitors that are connected from the power mains to chassis. If you didn't earth the chassis, the chassis would be at half the line potential and can cause surprises if you lightly touch the chassis.
