In 2002 QBs were taken #1 &# 3. Both were busts. Whats the odds this year#1 and #2 are both busts?

I registered to Y!A in 2006 and this is probably my last answer.
By bust I understand a player with high expectations whose career never panned out.
There is a better chance that al least one is decent. Here are examples of other years in the Super Bowl era when two QBs were selected in the top 3.
1971. #1 Jim Plunkett, #2 Archie Manning, #3 Dan Pastorini. None of them is a Hall of Famer, but the three were good enough to be longtime starters.
1993. #1 Drew Bledsoe, #2 Rick Mirer. Mirer was a bust, Bledsoe was a solid starter.
1998. #1 Peyton Manning, #2 Ryan Leaf. Manning is probably the only 1st overall pick who surpassed the already high expectations. Leaf is one of the biggest busts ever.
1999. #1 Tim Couch, #2 Donovan McNabb, #3 Akili Smith. Donovan McNabb was very reliable in his prime.
2002. #1 David Carr, #3 Joey Harrington. As you mentioned, they were busts.
2012. #1 Andrew Luck, #2 RG3. Andrew Luck retired prematurely but wasn't a bust by any means.
2015. #1 Jameis Winston, #2 Marcus Mariota. Doesn't look good, but Winston still has a chance to prove himself in a Saints team loaded with talent.
2016. #1 Jared Goff, #2 Carson Wentz. They won't be Hall of Famers, but I wouldn't call them busts.

It depends on how you define a "bust"
If you mean a guy who underachieves, the odds of one underachieving would be about 80% so the odds of both would be about 65%.
If by "bust" you mean Jarmarcus Russell then the odds would be a lot lower.
For every 5 QBs drafted in the top 10 you'll have:
One elite player: Manning, Mahomes,
One pretty good player: Mariota, Goff
Two lousy QBs who seem to stick around: Bortles
And one complete bust like Russell.
