Is it raining where you live?
Where do you live? is another question.
Try
"Where you live; is it raining?"

No. You only have to make the sentence a question once. You did that by putting "is" in front of "it". You do not have to add "do" to the embedded question.
Is it raining where you live?
Do you know what time it is?
Can you tell me where the bus stop is?
