Recording my VHS tapes to MP4, should I use 4:3 or 16:9 resolution?

You could record it with a capture card.

VHS tapes are aspect ratio 4:3, so there will always be black bars if you display this on a 16:9 monitor. You should record to a video file that most closely matches the source material, so record to a 4:3 aspect ratio file.

Make the MP4 digital masters in the original 4:3 format to preserve as much image information as possible.

You can then create and edit as many copies of the digital master as you wish, and that can include cutting off the top and bottom to make them 16:9 widescreen. 

But if you make the digital master 16:9 to begin with you permanently lose the additional image data unless you know a way to permanently preserve analogue VHS recordings and can guarantee always having a VHS player to make further digital copies. 

If you have sufficient disk space, also consider making a lossless digital copy: MP4 is a compressed format which deletes data to enable smaller file sizes. Just search online for “lossless digital video files”. Hard disks are now exceptionally cheap so you can have many terabytes of storage at low cost.
