If a solenoid is an inductor. What does a solenoid do for a circuit? Is it a switch?

A solenoid in a circuit produces a magnetic field which is used to operate a switch, act as a delay device and or filter.
It is the equivalent of a spring in a mechanical system, just as a capacitor is a storage tank.
