What happens when unemployment benefits expire?

You may have to go back to work.

Congress has to pass them again.     

They will be extended as necessary if red states keep spreading COVID-19.

unless a lot of governors can speed the hypocrisy train and get their economies reopened while still pretending to care about COVID.... a lot of people who parrot that old "demand creates jobs" myth are going to realize what happens when there is a whole lot of "demand" but a lot fewer employers AND everything is 20% to 40% more expensive than the previous year...

People start stealing things in order to make things meet while trying to avoid becoming homeless. 

Government is not going to be able to take care of everyone. Don't let the Marxists fool you. Utopia is not possible with humankind. It never was, it never will.

Unemployment decreases.  People go find jobs.

If you don't have a job you have to go on Welfare.
