How the arrested proceed under mental health act for serious down syndrome?

Let say there's 18 years old down syndrome committed serious crimes while went on school field trip with several of classmate to zoo with special needs teacher/staff.

While with groups of classmates take a walk, one 18 years old found a handgun inside restrooms somebody left behind. He carried that gun out of restroom and shot to killed four people at their head as part of playing with gun.I mean of course police will be called, but what about arrest this guy? How it being presented? Do police automatic take this person hospital mental institution without court hearing? Without even charged him with a crime?

Or they still will have bail and set hearing and judge gonna say can't trial him like this because he won't understood his rights?

We never seen news showed photo of down syndrome arrested on any news.

What about victim's family? They gonna want demands justice even death penalty.

    The case you describe would be a case of accidental death.  The subject had no knowledge that the "toy" could harm anybody, nor sense enough to notice when it did. His caretakers might be charged with neglect, but that would not be the first thing to happen.

    He would likely be taken to jail first; jails are generally well equipped to take care of mentally disabled people, as long as he is able to go to the bathroom, dress, and eat on his own.  Otherwise he would be taken to a secure facility where he could get personal care.  

    I was actually involved in a similar situation, tho nobody was hurt.  We took a lot of mentally disabled people to a park for a picnic.  One woman, though basically harmless, would always head to food and start stuffing it in her mouth with her hands.  I spent the whole shift making sure she didn't get into trouble.  I left before the picnic was over, and let the others know, so they could watch her.  So she went directly to a nearby gathering that had a big fancy birthday cake and started shoveling it into her mouth!  [sigh]  Well, like I said, she was harmless otherwise, and nobody hurt her either.  I think the strangers were scared of her because she was full size and she had a permanent frown due to weak vision, but she couldn't keep glasses on.  And she couldn't even talk.

    The police don't make mental health diagnoses.  If they (or the county jail intake personnel) suspect a mental health issue, they take the suspect to the mental health facility and the facility personnel make the determination whether or not to admit them.

    Yes, he gets arrested, probably spends a long time in a care facility.

    The very sad part about this is that you post these "stories" of violence and death several times a day and no one supervises you, no one cares.  There is a problem with this country's mental health system.

    How about more time learning to write in English ("what about arrest this guy," plus a thousand other errors), so MAYBE some day you can live alone.  Or is it your plan to be institutionalized when Mommy and Daddy die and no one wants to be your caretaker?
