So if Dems succeed in increasing the Supreme Court to 13 justices, will the GOP increase it to 17 or 19 next time they have power?

They would be stupid not. This is never going to happen because of the precedent to add more justices it will set.

The Supreme Court began as 6 justices, the 7, then to 5 and then back to 7 and it wasn’t until 1869 that the Congress settled on 9. There is nothing in the constitution that says a definitive number for the high court.
The deceptive practices by republicans denying Obama’s constitutional right to nominate a Supreme Court justice saying it isn’t done in an election year and then turning around and pushing Barrett’s nomination and conformation just two weeks before the 2020 election causes one to see just how political the court has become. The hypocritical conservatives pushed their will on the majority.
Once justices were chosen because they have shown to be impartial and intelligent to the law like we expect a jury to be when we are on trial. But today they have to promote the conservative party line to get nominated. If the liberals somehow manage to expand the court to give it more balance the conservatives only have themselves to blame.

They can forget the next time, it is not happening. The best Republicans can do is have some of the right winger retire so there can be a fair balanced composition and keep it at 9. We shall see.
