Would a person be charged with attempted murder if...?
they tried to stab someone, but the knife never inflicted any wounds because the person ran away in time?
If not, what charges would be pressed? I know this would depend a lot on what country/state a person is in, but in general, what would happen to the offender?

Attemped assult with a deadly wepon. it could mean a few years if charges are pressed.

Whether they will be charged is not the issue. Why does anyone need to stab someone. Govern yourself for crying out loud! We have moral laws, you do know right? Our conscience tells us that some things just are not meant to be done to one another don't do it, and stay away from those who do those things, and these questions will not be part of your life, unless you are an attorney, or Judge.
When we judge our own lives things run a whole lot better in society. We truly have a moral obligation to our society and one another more than we want to face up to.

Yes, trying to stab someone is attempted murder, as well as assault with a deadly weapon.

They should be if their intention was to kill the person. Otherwise it would be attempted assualt or battery with a weapon. felony either way

Aggrevated assault most likely....
Aggrevated assault does not have to be physical, it can be a threat or attempt to do harm with say a knife or gun.
