Track changes in PDFs?
Is it possible to make track changes in PDFs the same way that you can in Microsoft Word?

Not really. I have worked in places that use a .pdf work flow and you have to enter all changes in manually using the comment tools and you have to trust that the people you are passing it on to are doing their part.
