Kid's movie about 2 friends with a magic ring & wishes.?

I'm trying to work out the name of a film I watched about 10 years ago, most likely on Nickelodeon or the disney channel. I remember that there were two young girls who were friends and they somehow managed to get a magic ring from a woman, that granted wishes. some of the things i remember happening is that before the young girls get the ring the woman uses it to make herself look like someone on tv, cos she's like ''oh i wish i had her legs'' and then her legs change and thats how she realises it has powers.

theres also something about the girls using it to get a phone in their room. I know I'm not helping much but I think the woman who first has the ring is either Kathy Baker or someone who looks very like her. But that could just be my memory being wrong as it was a while ago. I think also one girl was blonde and one brunette.

    I know that movie exactly, but unfortunately I have no clue what its called, but I also remember two rats got turned into boys and some fake knight became real and meandered his way around the town throughout the movie.
