Why are there acapella groups performing in central Lisbon at the moment?

Basically they are groups of young people dressed in T-shirts with SOU CALORIO DO ISCAL on them. They chant, sing and even do daft things. They have some kind of historical significance and you can't film or photograph them.

Who are they? And what do they signify? (I have tried Googling them but haven't found anything).

    Is it not wonderful there are actually some that do not want random people posting their images onto the web.
