Water line plumbing issues.?
We have water line plumbing issues in our house that is driving us crazy. Approximately every 15 minutes we hear a loud sound coming from the water system. It's a loud banging & gushing sound & almost sounds like a valve opening & closing. It's very loud & sometimes occurs when we turn on a water faucet or flush a toilet. We do have a pressure relief valve in the house but have no idea if that could cause the problem. Any help or advice would be greatly appreciated.

AIR is getting trapped in the water line ,you need to extend a water pipe above the shut off valve and cap it.

Its water hammer. Most new homes now have piping system designed to eliminate this. And a plumber may be able to modify your pipes to stop it.

Try turning the incoming stop valve down (or up).
