can you keep an apple tree small enough to fit on a balcony but still produce fruit?

i really want to know

    A balcony might be a bit of a challenge but I think it would be OK - assuming it got enough sun and water. Look up about espalier apple trees.

    we have a dwarf apple tree in the garden - it's about 8 feet high and produces delicious apples the only problem is the squirrels come and pick those apples before they are ripe

    Yes, the growth can be stunted by confining the root system to a plant POT.

    The Fruit will never be "full size", and might be bitter.

    A lot depends on the size of your balcony.  There are varieties described as "patio" apple trees, but they may get too big.
