The first one. However, Canberra is the capital of Australia. The largest city and the capital of the state of New South Wales is Sydney. Over 5 million people live in Sydney, more than all of New Zealand.

Neither is correct. Canberra is the capital city of Australia, Sydney is the capital of the state of NSW.
