Mr. Monster says the Pirates in Pirates of the Caribbean are good guys but no, they are not. They are actually really the bad guys. Everything they do is consider a criminal act except for one or two heroic at.
Yes, Pirates are bad guys.
The only good Pirates I know are The Straw Hat crew from One Piece. They go around calling themselves Pirates but they are not really Pirates. They are Vigilantes. They have never done any evil deeds. Well, except for Nami. She was a theft before she join the crew. They go around helping people and saving lives, saving worlds. Everything they do would be consider a heroic act. There is nothing criminal about them. Everyone they fought was a villain. Including the Marines they fought.

Yes, they are "Outlaws of the seas and oceans" by their nature. There are exceptions of course, in the US and in some countries in africa. People like Jack Sparrow that were against human trafficking and the slave trade , may get help or get immunity in a case where that was going on. But 90% of the time, they are basically "criminals"/"bad guys".

Yes, pirates killed innocent people just to steal their stuff.
It's fun to watch pirate movies like Pirates of the Caribbean where they're the good guys, but just keep in mind that real life pirates were/are terrible people.
