Since it was bobbies who started carrying them, why are they called 'billy clubs' and not 'bobby clubs'?

Because burglars were calling their crowbars billy sticks or clubs before 1829, when Sir Robert Peel created London's first police department and police came to be known as 'Bobby's men' and then 'bobbies'. The term existed before police started using wooden truncheons and the name gravitated to them.
