Why do people keep moving to the side who are walking their dogs when I am walking on the side walk?

I will be walking on the side walk and the person will have plenty of room to walk across from me and even around me but instead this person just stood there waiting for me to pass and moved to the side with their dog. I told that person: "You could go ahead. You have room to walk." Then he just ignored me and didn't say nothing. It's not like I have covid and if people are worried because of the social distancing that is crazy.

    It 's not about you; it's about the dog.  Some dogs can be aggressive around strangers, and some people are not comfortable around dogs.  They are being polite for your sake.

    I do the same thing. Many people are afraid of a dog, and you never know what your dog might do to a stranger. It is for your safety.
