What is HUD/low-income housing exactly?
I'm disabled, and receive $1,000/month.
Would I be allowed to live there and not work?

Yes, when you are disabled as per social security, any work requirement is waived. There are different programs.
with Section 8, you get a voucher to take to private landlords, mostly in bad neighborhoods as the maximum rent they cover is low (for example, I live in a lower cost suburb, a 1 bedroom is about 1250, the voucher won't pay for more than 1050). you pay 30% of your income toward rent and the voucher covers the rest.
other programs vary. There are different types in my state. some you 30% of your income, some just have a set low rent amount such as 500/month.
a lot of low income housing is in bad areas. my state requires all towns (including middle and upper class) to have 'affordable housing' which you would not qualify for because your income is too low....i think the minimum income is about 18K/year. with that rent is about 500, BUT you have to pay heat/hot water, and often parking extra.....the one building near me charges $100/month for parking...and when you are disabled and need a car, that is an issue......my health is so bad, buses/ride share are not feasible.
some 'senior housing' programs take younger people with disabilities.
