When I took my drivers test in a different state (ages ago) I searched around till I found an office that didn't make me do one.

So doing parallel parking has never been a universal requirement.

Many fail the test and it just keeps putting a back log on the test schedule.  They just make you learn to parallel park on your own.  DMVs now do not consider not knowing how to parallel park a safety issue.
