Is there any situation when it is correct to have the comma OUTSIDE of the quotation marks?

I mean I understand that it's: "You'll never catch me Batman," said the Riddler.

But is there any situation where the comma can exist OUTSIDE the quotation marks without self-destructing and tearing the entire space-time continuum apart?

    Yes: If you're giving directions and using the quotes to specify something to, say, enter into a computer program, but you don't want the comma included.

    For example: Type the word "square", followed by the number you calculated earlier.

    I watched the movies, "Blah", "Blahh", and "Blahhh".

    the commas arent part of the title.
