How do you make FB avatar images that move?

I've seen numerous online avatar images which have moving frames. I have Adobe Photoshop Elements 9 and am aware that a possible means is opening a background image, then adding a foreground image, duplicating it, then inserting each one onto the background layer before saving it to web as a *.gif image but, while I saw this on a Youtube tutorial, when I follow those instructions, it doesn't seem to work out and I only get the first top layer image (ie the one I want to move around) showing up (and I tick the 'animate' box when saving to web).

Does anyone know how to make these moving avatar *.gif images? Can you give me a step by step instruction?

    Short version is you can't.

    Facebook uses only JPEG format images, and I wish they would, if they refuse to use GIF images, at least switch to PNG because JPEG is lossy. But JPEG does not support animation or multiple frames/layers, so you cannot upload a moving profile picture to Facebook and expect it to move.
