Is a road trip count as domestic travel?

If the road trip is entirely within your country, yes it does.

As long as you stay in the country where you started it would. But if you're crossing international borders in your car that would be international travel. 

Is this in regards to COVID-19?  Most schools of thought consider "domestic travel" as anywhere outside of 75 miles from where you live. Others consider interstate travel (traveling to another state) domestic travel.  But it just depends on what the context is. Theoretically, it doesn't matter how you travel but how far. 

"Domestic Travel" = travel within the borders of the country you're already in.

It does not matter if it is by air, car, boat, bicycle, or any other method.

That would depend if you are crossing any international boarders or not.
